This dungeon is accessed by using the guardian statue at the end of the Hizk Ri's Sewers.
Zixki Can teleport players into holding cells that are locked from the inside (use torch on wall to reveal hidden wall that leads to a falatacot that drops a key) or have someone outside the cell open the door (not locked from that side).
When Zixki dies, a door briefly opens leading to the exit statue on the north wall in the middle.
